Veto override saves local aviation jobs Aviation jobs across Illinois, including those in Rockford, will be protected by legislation co-sponsored by State Senator Steve Stadelman to reinstate a sales tax exemption on aircraft repair. The loss of hundreds of good-paying jobs statewide was predicted if Illinois were to begin taxing equipment and parts used in aircraft maintenance. Most states offer an exemption for aircraft repair including neighboring Wisconsin, Missouri and Indiana. When the exemption lapsed in Illinois five years ago, aviation repair companies unwittingly failed to start charging customers the tax and the state's Department of Revenue failed to catch the mistake. House Bill 3902, which became law last week after legislators in both chambers of the General Assembly overrode the governor's veto, forgives companies for the oversight and continues the exemption through 2025. Stadelman argued in favor of Illinois maintaining a competitive edge and preserving skilled aviation jobs. Stadelman hears update on DNA evidence backlog State Senator Steve Stadelman is encouraged to hear Illinois State Police have made some progress in recent months reducing its evidence-processing backlog, but he believes much more work is needed as families continue to wait far too long for justice. That's Stadelman's asssement following a recent Illinois Senate Public Health Committee hearing, where he listened to victims reliving the trauma of their loved ones being murdered> Latonya Moore, whose daughter Shantieya Smith, was slain in 2018 testified before the committee for her third time. "My daughter, to me, feel like a John Doe. She don't even exist." Moore sobbed. "If you was born in my same shoes, how would you feel? Because it feel like I'm reaching out and I'm not getting no help." ISP Director Brendan Kelly said additional forensic scientists have been hired and new technology has been employed to reduce the delay in processing rape and murder kits by 16 percent. Stadelman opens office for voter registration Feb. 18 Deputy registrars will be available from 9 a.m. to 4 p.m. Tuesday, February 18, in State Senator Steve Stadelman's downtown Rockford office to register new voters for the Illinois primary election March 17. To register, voters must be U.S. citizens with 30 days of residency at their voting address and must be 18 years of age before the November 3 general election. Qualified residents should bring two forms of identification, including one with a current address, to Stadelman's office in the Zeke Giorgi Center, 200 S. Wyman St., Suite 301. A photo ID is not required. "I believe we should make voting as accessible and inclusive as possible," Stadelman said, "so I'm making my office available for one day for anyone who wants to sit down with a trained, nonpartisan registrar." February 18 is the last day voters can register to participate in March primary without visiting their local election authority or going online. In case you missed me on Facebook ... Bustos Statement on Articles of Impeachment

Washington – Today, Congresswoman Cheri Bustos (IL-17) released the following statement announcing her position on articles of impeachment:

"With both a profound sense of constitutional duty and deep respect for the Office of the Presidency, I will solemnly cast my vote in favor of both articles of impeachment for Senate consideration. No one is above the law, and there is beyond ample evidence that President Trump abused the tremendous powers of the presidency to jeopardize our national security and that of our allies.

 

As I cast this difficult vote – and as I have demonstrated since first being elected – my priorities are with the people of the Illinois 17^th Congressional District. I remain committed to working with anyone from any party to continue to deliver for our region, state and country. In the last weeks, we have passed historic victories for Illinoisans, including legislation that will lower the costs of prescription drugs for struggling families and seniors. We have worked with both parties to pass year-end spending bills that will help our veterans and servicemembers, improve rural health care, and strengthen our workforce. Finally, we have worked together with Republicans and the Administration to secure a new trade framework between the United States, Mexico and Canada, which provides stronger labor enforcement for our workers and renewed certainty for our family farmers."

Senate passes Stadelman bill to cap insulin costs for diabetics

Legislation co-sponsored by Steve Stadelman to limit out-of-pocket costs for insulin-dependent diabetics was approved in the Illinois Senate this week.

If passed in the House and signed by the governor, Senate Bill 667 would cap the amount diabetics pay for insulin to $100 for a 30-day supply. The bill advanced from the Senate on a 48-7 vote during what was the first of the legislature's two-week fall veto session.

In arguing for the statewide cap, Stadelman noted the long-term costs of diabetics rationing insulin to save money and damaging their health by failing to manage the glucose level in their blood.

 Stadelman has a teenage son who is diabetic.  

"Two weeks ago we picked up his latest prescription and the retail price on that prescription was over $1,400 for a 30-day supply," he said. "That is absolutely ridiculous." 

Bypass 20 among local projects on state's five-year road list

U.S. Bypass 20 south of Rockford and Illinois Route 2 north of Rockford are among the projects in State Senator Steve Stadelman's legislative district scheduled for improvement under the latest Multi-Year Plan released by the Illinois Department of Transportation.

The plan, llinois' first comprehensive infrastructure program in nearly a decade, outlines an anticipated statewide road and bridge investments through 2025.

More than $91.5 million is slated to be spent in the area Stadelman represents, which includes Rockford, Loves Park and Machesney Park: 

• $22.8 million on culvert repair, land acquisition and resurfacing of more than 3 miles of Illinois Route 2 between Elmwood and Roscoe roads
• $8.7 million to resurface almost 4 miles of Bypass 20 from the Rock River to the Interstate 39/U.S. Route 51 interchange.
  $7.8 million to modernize traffic signals, widen and add a bicycle lane to U.S. Business 20/East State St. between Mid-America Drive and Buckley Drive in Rockford.
• $5.3 million to repave 8.6 miles of Illinois Route 70 from the Pectonica River to Safford Road in Rockford
• $1.8 million to repave U.S. Business 20/West State Street from Springfield Avenue to Meridian Road in Rockford

Second summit to provide second chances for people with criminal records People who are eligible to have criminal records sealed or expunged can obtain a free attorney to prepare their case to go before a judge at State Senator Steve Stadelman's Second Chances Summit II from 9 a.m. to 3 p.m. Nov. 1 at the Nordlof Center in downtown Rockford.

Registration, which opened after Labor Day, closes Oct. 7, Stadelman announced during a news conference today. Stadelman said that ever since the 2018 summit, when 130 individuals met one-on-one with volunteer attorneys, he has continually received requests to offer the one-day opportunity again. 

Included as part of the summit this year is a presentation by Winnebago County State's Attorney Marilyn Hite Ross, "Cannabis Clemency: Illinois' New Law Legalizing Marijuana." Many lower-level marijuana convictions can be removed from people's records after retail sales become legal in January 2020. Hite Ross' talk from noon to 12:45 p.m. is open to the general public; advance registration is not required.

"Many well-meaning men and women in our community find that a past transgression, often from their youth, prevents them from obtaining living-wage employment and adequately supporting themselves and their families," Stadelman said. "Illinois law allows people who meet certain criteria to seek judicial relief, and we all benefit as a result."

Stadelman was joined at the news conference by event partner Prairie State Legal Services. Wendy Crouch, pro-bono coordinator for the nonprofit agency, encouraged local attorneys to contribute their time and expertise. Prairie State provides event training that volunteer attorneys can be use toward the state's continuing education requirements for lawyers.
"Having a criminal record can have far-reaching impact, even restricting a parent's ability to fully participate in their child's life, Crouch said. "Prairie State Legal Services is excited to again partner with Senator Stadelman to help all those who are eligible to clear their records and move foward."

With over 50 vendors and over 350 reentering citizens the event represented it's name - a summit of hope for those in our community.  We offered resources from various agencies in our city and state; we also offered haircuts and head shots.  Our reentering citizens walked in with mugshots - and left with a head shot!  Mayor McNamara and I even capitalized on getting our hair trimmed as well!
