Rauner's inaction jeopardizing Rosecrance triage: Stadelman
State Senator Steve Stadelman last week called for public pressure on Governor Bruce Rauner for refusing to fund the Rosecrance Mulberry Center, which provides medical triage for people with mental illnesses. Stadelman focused on the Rauner administration after Rosecrance announced that further delays in state funding would cause Rosecrance to close its triage program. 

"It's a good facility, a good program, it saves the state and community money, and it needs to continue," Stadelman said. "The state needs to keep its funding commitment to this facility."

Stadelman said funding for the triage center was included in the stopgap budget approved in June, but Rauner has chosen not to release the money. In fiscal years 2013, 2014 and 2015, following the closure of Singer Mental Health Center, previous administrations used Eligibility and Disposition Assessment grant money to pay for triage, according to Stadelman.
"That EDA money was contained in the spending plan we approved in June; however, the Rauner administration so far has refused to award Rosecrance a contract to operate the triage center," Stadelman said. "It is worth noting that the governor also zeroed out money for these mental health services in both his proposed 2016 and 2017 budgets."

Illinois to repeal "pink tax"
Legislation to repeal sales taxes on feminine hygiene products including tampons and menstrual pads will become law Jan. 1. State Senator Steve Stadelman was a cosponsor of the bill, which the governor signed into law earlier this month. The law will exempt tampons, pads and menstrual cups from the statewide 6.25 percent sales tax – the same tax classification as products like shampoo.

Greater protection for children in police custody
Children questioned in police custody about certain crimes must have an attorney present for the interrogation under a bill that received bipartisan support in the legislature and has been signed into law. State Senator Steve Stadelman voted in favor of requiring any youth 15 or younger to have an attorney present when questioned by police about murder or sex offenses and requiring police to recite a simplified Miranda warning.

Previously, only minors younger than 13 were required to be accompanied by an attorney for such interrogations. The change was prompted by the 2013 case of a teenager with diminished cognitive ability who was arrested by St. Clair County deputies, questioned about a robbery and coerced into a confession without his mother or an attorney present. Trevon Yates was charged with armed robbery and spent nine months in jail before the charges were dismissed and additional evidence cleared him of wrongdoing. He later sued in federal court and was awarded a $900,000 settlement.

Over the past week, I have chaired task force hearings across Illinois to hear from church leaders, grieving mothers, and families impacted by the $550 million of unpaid life insurance policies in Illinois identified by the Treasurer's office since 2011.
 
It was stunning to me to hear a familiar theme - that Illinois families played by the rules and wanted the best for their families, yet corporate interests interfered with that dream by creating a daunting process for claims to be collected.
 
Imagine your own family - do you know if your parents, spouses, or children have life insurance policies? Would you know how to access their policy agreements or even what companies to call?
 
As Mark Brown noted in his column, one of the most compelling testimonies in Chicago came from Lynn Lucchese-Soto about Dr. Terra Thomas and her sons. Dr. Terra Thomas and her daughter were killed in a car accident in 2007. Lucchese-Soto and her spouse became the legal guardians to the Thomas' boys, but had no idea their mother had a life insurance policy of $105,000 to assist with college costs in case of a tragedy. 
Brown reported, "Lucchese-Soto downplayed the impact on her family of not having the use of the insurance proceeds for nine years. But she said she thinks about other families under similar circumstances who might need the funds but never receive them because of how life insurance companies handle their claims."
Life insurance security should not be based on luck. There are easily accessible records that can let the insurance companies know when their customers have passed away. I will continue to fight corporate interests to ensure that Illinois families are receiving the benefits for which they paid.
 
It is my duty to safeguard and return unclaimed property to families and I will not stop fighting until all Illinoisans have what is rightfully owed to them.

HoopStars adds shoe drive to tourney
Senator announces new charity aspect of youth 3-on-3

ROCKFORD – State Senator Steve Stadelman is expanding his popular Labor Day basketball tournament to include a drive to collect gently used athletic shoes for needy young sports enthusiasts.
Now in its fourth year, the free 3-on-3 competition also is adding two more courts to accommodate an anticipated increase in players over the 400 who participated in 2015. Boys and girls in 3rd through 8th grades will face off on 10 courts in Davis Park during Senator Stadelman's HoopStars 2016.
 
Registration is open until Aug. 31 at www.senatorstadelman.com/hoopstars.
 
Stadelman announced at a Sunday news conference that HoopStars has teamed up with Sole Ballers to supply "legit kicks" to kids from low-income families. Christian Life High School sophomore Treye Tucker has collected and distributed 500 pairs of athletic shoes since he founded Sole Ballers as a 7th-grader.
 
Tucker joined Stadelman in inviting the public to visit the HoopStars event, watch a game or two and drop off spare athletic shoes. Players' families also were encouraged to donate shoes for any sport in reasonably good condition.
 
"I'm grateful to be able to offer a positive, no-cost, end-of-summer activity for kids, especially those from inner-city neighborhoods," Stadelman said. "With the shoe drive, I'm asking those who can to help pay that generosity forward."
 
Families attending the tournament may again enjoy music and kids rides courtesy of Rockford United Labor, which holds its annual picnic for union members at the same time and place. Event sponsors also operate interactive courtside information booths with giveaways, and all players receive free commemorative event T-shirts.
